The hem allowance is the strip of fabric folded to the inside along a lower edge. It is usually wider than a seam allowance because the fold needs room to lie flat.
Like the seam allowance, it decides which line the contour of your file actually is. A pattern photographed with the hem folded under gives a shorter piece than the same pattern lying flat.
