The cup size is the difference between the bust measurement and the underbust measurement. It says more about the shape of the chest than the bust measurement alone.
Standard size charts assume one fixed cup. Where a body deviates from that, it shows up as a dart that is too small or too large, which is a classic case for a pattern alteration.
